I'd say that avoiding winter as Chicago and thereabouts can be snowbound and the worst of the heat, crowds and higher prices of July and August make a deal of sense.
Another vote for september/october.
Another vote for September/October.
The weather is still rather nice in the north and the hottest was Needles, CA, at about 85 degrees on my trip.
If you go in September/early October, there is no reason to use a tour company.

For the full "Route 66 experience" you'll want to travel between April and October.
On the extreme ends of this spectrum (April and October) you'll have a much quieter experience but with less predictable weather.
May and September are considered good months to travel Route 66 if you're not a fan of the intense heat that comes with the summer months - you get the benefits of fair weather and reduced tourism.
June, July and August are the peak months in terms of both tourism and temperature.
